In terms of traffic problems, we present a new model that incorporates position mean-field. The Optimal Velocity (OV) model of the previous paper [1] considers the relative position of the vehicle ahead in a traffic flow, since it can be in visual contact. Recently, global control of vehicles has become possible due to the development of communication technology. In this research, we propose a global control model by a position mean-field, because it is considered to be meaningful to solve the traffic congestion problem. In this model, as well as in the OV model, the state in which the vehicles run at an equal interval and at a constant speed is a steady state. Stability of this steady state is analyzed by linearizing the equation of motion and performing the Fourier-Laplace transform. Considering theory and performing simulations, we discuss how the shape of the mean field affects stability.
